It is. Or, more correctly, the Xbox 360 software doesn't care. Live service is abstracted from the systems, in a sense, on the 360, One, and Series X/S systems -- it wasn't on the original Xbox, and was baked into the games and the console. That's actually part of why the original version of XBL was killed in 2010 - the new experience they were working on was not what the original Live code put into Xbox software was built for, and thus they had to abandon it when the "new" experience came about.
XBL is it's own thing, agnostic to the hardware when you really look at it -- hence why it exists on Windows so happily as well. If the "new" gamertag system were to have an issue on the 360 that would have happened the second they flipped the switch.
Also, from my understanding any legacy names are still just as they are -- they weren't changed, only new ones being created follow the "new" format, which is still just a variation on the old one -- just one the Xbox One and Series X/S operating systems are aware of and treat slightly special.
As for a re-creation of the original XBL, that's neat. I'd love to see that mature. May look that up later, if I find time today.
